Monitoring dashboard for the European Child Guarantee National Action Plan
An interactive monitoring dashboard that consolidates indicators, improves reporting and supports a clearer overview of progress across responsible institutions.
Client and context
The European Child Guarantee is a European Union initiative aimed at ensuring that children at risk of poverty or social exclusion have access to key services. Its implementation in Croatia is guided by a National Action Plan involving multiple ministries, agencies and institutions, each responsible for specific measures and indicators.
UNICEF supports the monitoring of this plan and needed a way to bring the underlying reporting data together in one clear, accessible view.
Challenge
Progress data was spread across documents, spreadsheets and institutional reports in different formats and levels of detail. Producing an overall picture of implementation required significant manual work, and it was difficult for stakeholders to see the status of individual measures, indicators and responsible institutions at a glance.
The monitoring solution had to serve different audiences — programme teams, institutional stakeholders and reporting processes — and remain understandable to non-technical users.
Our approach
We started with the structure of the National Action Plan itself: its measures, indicators, responsible institutions and reporting cycles. From this we defined an information architecture and a data model that could represent progress consistently across the whole plan.
The dashboard design was developed iteratively with stakeholder feedback, prioritising a clear overview first and detailed drill-downs second. Every view was tested against real reporting questions: what is the status of this measure, which institution is responsible, and where is progress lagging.

Outcome
The dashboard gives programme teams and institutional stakeholders a single, consistent view of implementation progress. Reporting that previously required assembling information from multiple sources can now be reviewed directly, in both Croatian and English, with a clear structure that mirrors the National Action Plan itself.
The delivery included full documentation and handover, so the solution can be updated and maintained through regular reporting cycles.
Next steps
The data model and dashboard structure are designed to support future reporting periods and can be extended with additional indicators, data sources and views as monitoring needs evolve.
